What Microsoft Ignite 2025 revealed about Copilot performance — and what enterprise leaders need to fix before scaling
Microsoft Ignite 2025 — Microsoft’s flagship annual conference where the company previews its biggest technology bets — made one thing unmistakably clear: SharePoint is no longer a passive place where files live. It has become the knowledge foundation that determines how well Microsoft 365 Copilot and AI agents actually perform.
The announcements were significant: Copilot can now reason over document metadata, SharePoint intranet pages, the full richness of Office files, and even encrypted content with sensitivity labels. Knowledge Agents — AI that actively manages and curates your SharePoint knowledge — are in public preview with over 1,800 enterprise tenants already enrolled.
For CIOs and Heads of IT, the message is simple: Copilot’s ceiling is now directly tied to the state of your SharePoint environment. And across the enterprises we work with at Impactory, most SharePoint environments were never designed to carry that weight.
Access Is Not the Same as Intelligence
A persistent misconception in enterprise Copilot adoption is that if the AI can “see” your documents, value will naturally follow. Ignite 2025 quietly disproved this.
Copilot does not simply retrieve content. It reasons over structure.
Every major Copilot capability announced at Ignite — metadata reasoning, intranet page understanding, encrypted content access — shares a hidden prerequisite: the underlying SharePoint environment must be structured, governed, and intentionally maintained. Without that foundation, these capabilities either underperform or produce results that feel inconsistent and hard to trust.
This means Copilot’s performance is now a direct reflection of how your libraries are structured, how metadata is applied, and how content is governed. Every poorly tagged document, every orphaned site, and every broken permission inheritance shows up as an inconsistent or shallow AI response.
Metadata Is Now the Guardrail, Not an Optional Enhancement
One of the most consequential Ignite announcements was the general availability of metadata reasoning in Microsoft 365 Copilot. Previously, agents built in SharePoint could reason over metadata; now Copilot itself can too.
What does this mean in practice? Large language models are inherently probabilistic — they make their best guess based on patterns. Metadata provides determinism: clear classification, consistent filters, stable reference points. When metadata is sparse, unreliable, or inconsistently applied, Copilot answers tend to be:
- Conceptually correct but operationally unusable
- Difficult to trust at scale across different teams or document types
- Hard to integrate into actual workflows or decisions
This is why two teams in the same tenant — with access to the same Copilot license — can have radically different experiences. The quality of the metadata in their respective libraries is often the entire explanation.
Audit your highest-priority document libraries first. Are columns consistently populated? Is there a managed metadata term store, or is tagging freeform and inconsistent? Libraries used for contracts, policies, project documentation, and HR content are the ones where Copilot will be asked the hardest questions. Those are where metadata gaps hurt most.
Your Intranet Is Readable by AI — But Is It AI-Ready?
Ignite also confirmed that Copilot can now reason over SharePoint intranet pages — surfacing institutional knowledge from policies, programs, and project documentation that previously lived in pages few people found through search.
This sounds like a win. In many cases, it is. But it also exposes a blind spot most organizations have not confronted: intranet content written for humans is not the same as intranet content that AI can reason over reliably.
Human-readable intranet pages are often:
- Written for visual consumption, with formatting that carries meaning a human understands but AI cannot
- Updated inconsistently, with no clear ownership or lifecycle governance
- Duplicated across sites, so Copilot may surface outdated or conflicting versions
- Missing explicit structure — no defined content purpose, no standard page templates
When these conditions exist, Copilot can retrieve information from your intranet, but it cannot reliably interpret intent. Organizations experiencing this describe Copilot as “helpful, but vague” — especially when querying policies, programs, or ongoing projects.
Start by identifying your ten most-queried intranet topics — the policies, programs, or project knowledge people most frequently ask about. Do those pages have a clear owner? Are they on a review cycle? Is there a single authoritative page, or multiple near-duplicates? That list is your intranet remediation priority.
Agents Are Operational Actors, Not Just Productivity Tools
Ignite reinforced the rise of no-code agents built directly in SharePoint — agents that can answer questions, trigger workflows, generate reports, and reduce decision latency across business processes.
Microsoft’s own legal team is a real example: they built SharePoint agents to help 3,000 marketers quickly find legal and compliance answers. The result was a 2.97x improvement in response time compared to manual search. That is a genuine productivity gain.
But agents carry a new kind of organizational risk that Copilot does not.
Copilot answers questions. Agents automate decisions and actions — they can approve requests, route documents, initiate processes, and interact with other systems. When agents operate on a fragile foundation:
- They amplify inconsistencies in metadata and content rather than working around them
- Automation scales misinformation, making errors harder to catch and correct
- Governance debt compounds rapidly as agents multiply without clear ownership or scope
Ignite 2025 also introduced the SharePoint Admin Agent — an AI-powered governance tool that monitors inactive sites, identifies overshared content, and applies policies like archiving or access adjustment automatically. This is a powerful capability. But it is most valuable when there is a deliberate governance model for it to enforce — not as a substitute for one.
Before deploying any agent beyond a pilot, define: What decision or action will this agent perform? Who owns it? What scope does it operate within? How is it monitored? What triggers its retirement? These are not bureaucratic questions — they are architectural necessities for agents operating at enterprise scale.
Why Results Feel Uneven — And What It Actually Signals
Across enterprise tenants, we consistently see the same pattern. Copilot works — but it does not work equally well everywhere. Teams report experiences ranging from “genuinely useful” to “random and unreliable.”
The explanation is almost never the AI model. It is almost always the underlying SharePoint environment. Specifically:
- Information architecture that grew organically over years, not by deliberate design
- Metadata that exists in some libraries but is inconsistent or absent in others
- Permissions that reflect historical collaboration patterns rather than current risk posture
- Intranet content that is rich in volume but not structured for machine reasoning
- Governance that is reactive — responding to incidents — rather than designed for AI-era scale
None of these issues prevent Copilot from working. All of them prevent it from working consistently and at scale.
If Copilot results feel inconsistent across your organization, that inconsistency is not a product failure. It is a diagnostic signal. It is revealing which parts of your SharePoint environment were built with intentional structure — and which parts were not. The solution is not to prompt Copilot more cleverly or use different phrasing. It is to fix the underlying metadata, site structure, and content governance that Copilot is trying to reason over.

Oversharing that was invisible to humans becomes visible when an AI agent starts reasoning across your entire knowledge base.

3. Operational Clarity on Where AI Is — and Is Not — Authoritative
One of the most important questions every organization needs to answer before scaling Copilot is: in which domains do we trust Copilot’s answers enough to act on them? That question requires clarity about where your knowledge is well-structured and current — and where it is not.

Questions CIOs and Heads of IT Should Pressure-Test Now
Before expanding Copilot usage or introducing agents more broadly, enterprise leaders should be able to answer “yes” to most of the following:
SharePoint Foundations
- Do we have a deliberate information architecture, or just historical structure?
- Is metadata consistently populated and governed where precision matters?
- Can we confidently explain why Copilot would choose one answer over another?
Governance & Risk
- Are permissions designed for AI-era visibility, not just legacy collaboration?
- Can we identify oversharing hotspots before an agent surfaces them?
- Do we have clarity on which content is authoritative — and which is not?
Operational Readiness
- Do we understand where Copilot adds reliable value — and where it should not be used yet?
- Are agents introduced with defined ownership, scope, and a retirement model?
- Can IT see adoption, usage, and impact without guesswork?
If these questions feel uncomfortable, that is normal. Most enterprises are still early in this transition — and Ignite 2025 moved the goalposts further than many expected.
Copilot Is Working as Designed. The Question Is Whether SharePoint Is.
Microsoft has delivered something substantial. Copilot is reasoning more deeply, more securely, and more contextually than it ever has before. When outcomes fall short of expectations, the explanation is rarely a failure of the AI.
It is almost always architectural reality catching up with ambition.
SharePoint is now part of your AI operating model — whether you planned for it or not. Organizations that recognize this early, and invest in fixing the foundations rather than optimizing prompts, will build Copilot and agent capabilities that are faster, safer, and far more dependable than those who treat AI adoption as a feature rollout.
